Here you are folks... my last editorial contribution to this P4
amendment proposal.  I leave it in your capable hands, yet will
continue to discuss possible changes.

The changes in the following proposal (over the last version)
reflect the opinions of those who answered my poll on several
points.  Most positions were quite clear, while the requirement
of *C's to "solicit" the will of their nodes was iffy at best.

Thanks to all who have worked on this!  May this be the venue
in which FidoNet moves forward.  :)
