a *C wears 2 hats (Ex. RC and NC).  Also addresses "abstain" votes.

Allow for any group of *C to START a referendum, providing they meet
a quorum (or minimun number of petitioners).

WD>  BS> 8.3  Referendum

Added a quora, and eased the requirement to pass the referendum.

WD>  BS> 8.4  Ratification

Clearer title for this phase of the process, and added a quorum.

WD>  BS> 8.5  Announcement and Results Notification

No real changes here...

WD>  BS> 8.6  Voting as individual ballots

Replaces the "Multiple Document" procedure, and calls for a vote
on each proposal as individual ballots.  This reduces the chance
that someone in opposition can flood a ballot with several other
proposals to reduce the chance of a good one passing.

WD>  BS> 8.7  Impeachment of a Zone Coordinator

No changes other than references to altered sections.
