There is no config.sys for DOS and Windows 3.1 objects in OS/2.
Rather, the config.sys for these objects is implemented as a list of
settings under the DOS or Win-OS2 settings pushbuttons. So, if you
made changes to that 'config.sys', you wouldn't have to reboot in
order for these changes to become effective.
However, the config.sys that is in the root directory of the
OS/2 boot drive does require a reboot in order for the changes to
become effective. However, these changes apply to OS/2, or to all
DOS and Windows applications.
