WinFOSSIL is returning "ERROR_INVALID_PARAMETER" on the GETPORTINFO call.
It would appear that the port handle was lost after the handoff to the BBS.
Out of curiosity, are you using the "Share" option in BINKLEY.CFG??  

Also, do you have the BBS transaction for this call?  Were any doors used?
