Doing some reading of some posts on the hardware support newsgroup for
eCS, I learned that the usbmon in C:\os2\boot is a different one, but with
the same name.

The one in C:\os2\boot is placed there (or should be, I believe) when usb
support is added.  From the command line in C:\os2\boot, if you want it to
automatically start up at boot, run usbicon.cmd.
