Uh, because it was a political circus already by then? Which Miami led on,
and Fidel right on cue stepped up to?
And he neither had the money nor the means to go to Miami and hire lawyers
to fight for custody of his own child, but his government was willing to
help (note that your American consulate will do the same for you if you
need it - the father is using one of the normal functions of governments to
aid and protect citizens).
Your point? He should just stroll up to the house of those who try to
steal his son, clearly by all means, and just say hi, can we go home now?
The father did not create the political issue. The Miami family early
recognized they had no rights but that stirring up politics might work, and
they got the ball rolling very effectively. And since they hit a raw nerve
of Castro personally (you know the history of Fidelito, I presume) the
hounds were in full bay within days. Then others in Miami realized what a
powerful issue they had and got into the act too.
I do think that the father would have been smarter to fly over earlier, but
that flying to Washington and working with the Cuban representatives there
would still have been the right place to start. If my kid were held in the
Cuban countryside in a legal battle, I think I would start by visiting
helpful officials in Havana, too.
