As I recall, in the past, all anti-virus programs have bricked Windows
by quarantining system files via false positives. It's not a unique
event to just Panda-ware hence the need to schedule periodic image
backups so you actually do have something with which to restore your HDD
back to a prior state (since System Restore won't do that).
