In Theroy is is Manditory i nCalifornia. In fact showing proof of
insurance is a requirement ofr renewing your Car Registration. BUT we
have a very large of people driving cars with expired registration.
Adn incidently a problem with people stealing the Expiration year
tag off of car plates.
