On AT power supplies, they had to be plugged into a motherboard to get a
signal back on one of the lines (I don't remember which one) that
indicated "power good". You couldn't just plug it in to the wall and
nothing else and have it fire up.
Take the cover off of it and look for a fuse. Sometimes they can be
replaced. I've had a few of them burn out a fuse and they just had the
clip connectors.
