Not really.
The case involving Gingrich's call is an _aberration_ involving someone
who did a public confession of his monitoring cellular calls. But how many
arrests have you heard of involving _nondisclosed_ private monitoring?
It's like speeding 60 in a 55 is theoretically illegal, but you aren't at
all likely to be ticketed because cops have more important things to do with
their time.
