You need to call the 16-bit DosMon...() API.  There aren't any functions in
the 32-bit API to accomplish this task.

Yes, it works exactly as you want it to.  N.B.  Part of it must be at the
driver level.  However, you may have a DLL or DLL/EXE callback suite of
routines.
