It doesn't really take much, and you certainly don't need Surround
decoders to make an improvement over TV speakers.  Other than the really
cheap ones, most TVs and VCRs these days are stereo, and they are pretty
much all going to have audio output jacks.  Even a budget stereo
amplifier and speakers will be better than those in the TV -- especially
of you separate the speakers a bit.
