If I'm not mistaken, NT was developped by the people who did HPFS in the
first place... If I remember it well, HPFS was originally developped by
Microsoft during the joint venture IBM/MS to develop OS/2 1.0. IBM was to
write the operating system and MS the GUI (My OS/2 1.3 Box says: MicroSoft
OS/2, and no, I'm not selling :-).
Then MS and IBM parted, but each retained some right to the other's code.
That explain why OS/2 supports windows programs. NT evolved from the common
1.0 OS/2 code, which explains why it supports 1.xx OS/2 programs and HPFS,
and why MSC supports OS/2 'up to 5.1 if my memory serves me).(It may be
what you mean by NT was developped on OS/2).
The os/2 2.0 was a large rewrite to make OS/2 32 bit, and Microsoft no
longer had acces to that code.
