emx+gcc offers such a function, called _imphandle. It is intended for use
with sockets, but I guess it could work with other types of system handles.
emx+gcc tries to go the unix way where there is a unified "handle
space", i.e. the same type of handle for all types of communication,
be it files, sockets, pipes, devices etc.
