It has to go out to all the Fidonet Regional Coordinators.  If a majority
of them advise the International Coordinator that they want the proposal
voted on, it goes out to all *Cs for a vote.

As for the thing being done as best as we can do, I understand Bob Short is
having systems difficulties. I hope the latest draft is still accessible.
