There is no FTS-xx document specifying a restriction on the length
of a tearline.

FSC-0077.001 ("Type-10 Packet Proposal") restricts the tearline
to 35 characters (including "---").  It is a proposal and is only
relevant to systems generating Type-10 packets (if any exist).
