Absolutely not.  Entering a critical section stops all other threads in
your process, but only in your process.  Other processes and system issues
such as interrupt handlers are unaffected.  Since the OS/2 scheduler
depends upon the RTC, disabling interrupts would halt the entire operating
system itself.
