I buy the "Johnny Cat" pan liners, Jumbo size.  They have a drawstring, too.  
You drape the edges over the side of the litter pan, and when changing, just 
lift the edges, pull the drawstring, and lift out the enclosed mess.  For me 
(arthritis, bad back etc) it's a bit easier to deal with.
