You just need to make sure you have a packet  ready to  go, and  make 
sure your BINKLEY.EVT qualifies your uplink at least once a day, and 
you'll poll it.

Squish can make an empty packet  in whichever  flavor you  choose, as 
can BOOM and a utility called PLEASE.

I set my system to send crashmail at 0300, and  at the  start of  the 
0300 event, I run a batchfile that runs SQUISH POLL (uplink) CRASH to 
create a crash packet for him. Works like a charm.   i also  use this 
for my internet mail gate - whether  or not  I have  mail waiting,  I 
want to poll him 3 times a week.
