I've seen a few messages in one or the other, in addition to those
from the backbone advising that the Elist entry's expired and they
won't be on the backbone much longer.  However, I suspect that the
backbone operation's not being as picky as maybe it once was about
such things due to a general fall-off of FidoNet message traffic,
presumably in favor of the internet.
