When the router has 192.168.2.1 then you should give
desktop: 192.168.2.2
laptop:  192.168.2.3

whereas the x.x.x.y and x.x.x.y has to be identical on all computers 
(see the router as another computer for that!) y must be different on 
each and in the range 1 - 254. 0 and 255 are reserved values! So 2 and 
3 are only samples for y.

A) either you needs
net start peer (instead of net start req)
OR
you changes \ibmlan\ibmlan.ini from
wrkservises = MESSENGER
to
wrkservices = MESSENGER,PEER

You can then simply use local network -> shared network and resources
to share resources like directories, whole hard disks, printers, modems.

help net in a command window to get more information about that theme.
