  Mainly because we already have EPM controls, and have had for years.

  (If the people at IBM Watson can be convinced to release the stuff to
  us developers instead of sitting on it, we shall soon have proper EPM
  6.00 controls.  Whoever is responsible for failing to make the E 6.00
  Toolkit available should be fired.)

  For those who don't know, the E Toolkit (as of DevCon 5, this was
  still 5.51a) provides the headers for interfacing with ETKE551.DLL
  (ETKE600.DLL) and ETKR551.DLL (ETKR600.DLL).  These two DLLs are the
  "core" of EPM.  They provide a custom window class, instances of which
  are "E" windows, complete with file ring and editing facilities.

  Any application can use an EPM window by simply creating an instance of
  the "E" window class.  Two applications that do this are LaMail and
  IBM Ultimail, both of which use E windows with customised menus and file
  handling.
