The same thing happened with both my Sportster 14.4 and 28.8 -  check 
to see if you have the SLOWMODEM verb in your binkley.cfg file - that 
fixed it for me.

Binkley  is  sending  the  command  to  the  modem  too quickly,  and 
interpreting the echo as a response.
