I'm not sure if it was this thread or another, but Mark Kimes
thinks that you are meant/allowed to strip x'8d' when passing
messages to your downlinks.  It was that attitude that I was
seeking to dispell.  Crikey, why should I care?  I'm not Russian,
Japanese, or any European or Asian country.  I'm just a 
one-language, ignorant, Australian.  Just like Mark (except
he's American).  BFN.  Paul.
