That is true not only with bicycles, however. Consider the case of a
car on the freeway that cuts off another vehicle. The second car swerves
to avoid the accident and hits a third car. The one who caused it all
gets off untouched. He is wreckless even if he is reckless (to pun on
your misspelling ). Generally speaking, if he is even found, he
probably cannot be cited without more effort on the part of the
authorities than they want to exert. Again, not discrimination against
bikes, just lazy justice.
