Check out the following for an idea.
www.pris.bc.ca and find the high speed page we have wireless available here
and it is on a shared T1.  I have heard that the page is very informative.

If you can get at least 30 people to make a commitment to your enterprise
you might be able to set yourself up as an ISP, or you could have it as a
not for profit society.  If you Americans have such an animal.
