No, a small block, non windowed protocol doesnt need flow control. For
example with Xmodem, the sending comms prog sends a block, small one
too, and waits for an ACK form the receiver. The block is so small that
it cant overflow the buffer in the modem, so if flow control isnt
working you wont notice since flow control wont be used anyway.

Same applys when the PC/modem speed matches the phone line speed. Even
with a protocol like Zmodem which sends forever regardless, the sending
modem never needs to tell the sending PC to stop sending because it can
squirt the stuff over the phone line as fast as it can get it from the PC.

Yeah, rather odd. I guess it may be that Paragon just had a problem with
the setup of the Zmodem protocol driver itself.
