 I said that there are law enforcement agencies as well as professional
 groups who are allowed to purchase unblocked scanners.
 I did *not* say that they are allowed to monitor cell freqs (although they
 are, in some cases).
 I said nothing about being able to show any warrants. This is your
 misinterpretation of what's legal.
 For example, the FCC is allowed to monitor cell freqs, as they are the
 caretakers of the spectrum in the US.
 The individual cell providers must have the ability to monitor cell freqs.
 These (among others) are provided, under law, the ability to use unblocked
 scanners in the normal course of their duties.
 Does this clear up the misunderstanding?
