It is one of the IPs the router may assign to one of your local 
computers using DHCP. As you had sayed earlier you would use static 
IPs in your net, so you should disable DHCP on the local end of your 
router. DON'T do that when you use DHCP locally!

When your computer should use DHCP then you would REM out
ifconfig 192.168..... in setup.cmd.

I know not enough about your router how to setup it for both static 
IPs and DHCP because each manufacturer makes its own game in 
configureing. You'll find that in the docomentation coming with the 
router.
