Yes, its quite possible :-). I use it for a specialised comms module which runs on an intelligent comms card which has no on board bios or code. All code is loaded onto the card which has an 80186 with 500k RAM. You have to avoid all BIOS or DOS calls or write your own code to support the functions required.
