The concern is when a battery no longer is charging, to replace either the battery or the charger is a pretty expensive proposition that without a good bit of evidence of which one is faulty, a guess could be wrong. What I am reading is that we should blame the battery first, and maybe with good cause, but purchasing a new one to find it is really the charger could be devestating to some budgets. Like a computerized fuel injection auto with a stumble and check engine lamp on, incorrect diagnosis can spend a lot of money fast. I also read on a rechargeable nicad flashlight to not discharge completely as it could cause a reverse polarity on a cell, upon which the next charge could cause it to explode. I had a similar situation with an 18 volt tool battery that got so hot during recharge it melted the case and smoked badly. I got it out of the house, charger and all and tossed it in the back yard - it smoked and popped for about 20 minutes until the other cells around the bad one discharged. Pretty scary...
