Yes, I do. But I am for posting rules in other languages here in echo. I'm now
waiting for the rules posted in echo and I'm gonn translate them into Russian.
I guess when Russians read it in Russian they understand more and  they  won't
post messages in Russian anymore because this is against the rules,  as far as
I know. Am I right?

Well, in Russia they have RU.INTERNETm but that's not an  international  echo.
And people  who talk there can't get to know international opinions about some
things. In this echo they can do. The other inportant thing is that they gotta
avoid of posting messages in Russian here.
