Actually I've just had another look and it's not the fossil causing problems.





32bit disk access is an option in win3.1 that defaults to off, because not
all systems are compatible with it. Rod Speed uses the 32bit disk access
option as an example to bolster his argument that win3.1 is indeed an
operating system and not just a graphical environment. In enhanced mode, at
least on my system (386dx33), I discern a noticable speedup in the running
of windows when it is set to yes. As far as I understand it, more of the
disk access functions are offloaded from dos to windows when this option is
selected.
