If the ISP was blocking port 23 would they display that message?

That might be. It seems more likely to me that there is a server in the router
answering. I get the same behaviour on port 22 and there is also a server on
that port. I don't know why they would do that. Those servers (if that is what
is is) are useless and just block me from using port 22 or 23. I access the
setup on that router with a webpage that doesn't interfere with the web server.
I wish they would have left it at that but that is my situation.

I am going to bring this up with my ISP at some point along with another issue
that needs to be brought up.

I hope I can chat with somebody who understands what I am talking about.
