Hi Donald,

Warp will let you run Windows in a VDM; it will boot virtual DOS
automatically for you when you select a Windows application or a
full-screen PROGMAN.EXE session. Just make sure any migrated
applications come from your C: drive and not WIN-OS2 on your D: drive.
(It isn't absolutely essential, but native Windows is a little easier
to set up than kludging a copy of WIN-OS2 from an old OS/2.)

Your OS/2 application should not intercept Ctl+Esc unless it has been
expressly written to do so, such as using a keyboard monitoring API
call. Since you seem unable to get to your Workplace Shell, I presume
this is a full-screen application. Have you tried running it in a
windowed session? Perhaps some information about its run-time
environment might give us a clue. (E.g. PM, full-screen, windowed;
16-bit, 32-bit, mixed; anything else that might seem significant.)

I've thought of little else but your slow FORTRAN. 

Have you checked the source code for inappropriate matrix access, as
JdeBP and I suggested?
