Don't ever think that comes from paypal or ebay. This is a virus 
trying to fishing account data to steal money. It is designed for 
windoes DAUs who are climnking on anything they can click.

These kind of virus is not new. Ebven as neither me nor my wife owns 
an paypal account this comes frequently again. This  comes even whth 
names of german an US banks. You must read the headers (only the 
received lines - as anything else is faked to find out the original 
provider and write to abuse{at}isp.domain to tell it that he should 
shutdown that account to stop it.

The usenet group news.admin.net-abuse.email will help you on that.
Post the complete header - not the whole mail! and ask what is going on.
