Just when were those "last minute changes" made?

You over state.  At no time were mail in ballots sent to everyone in the
country.  It varied according to state laws.  In some states ballots
were mailed to every registered voter.  In other states (e.g. my state)
one had to request a mail in ballot.  In all cases no mail-in ballot
would be accepted unless it was from a registered voter.

Wrong.  There are states that have had vote by mail-in ballots *ONLY*
for years.  In other states, who is eligible to vote by mail is due to
state law.  This year, many states opened up mail-in balloting due to
the fact that the current Covid pandemic has caused in person balloting
dangerous for many people.
