Well, this doesn't give us much to work with. What do you mean by bomb out? 
Do you properly connect to the ISP? Is it maybe a password error?
If you do an ATS86 it will report the disconnect reason. That may shed some 
light. What are you dialing with? Is this a netscape "personal" edition? The 
one with the built-in dialer? 
One recommendation that I could make, if you have your heart set on not using 
Windows '95, that's to upgrade to WFWG. It handles communications *MUCH* 
better than Windows 3.11....

What BBS program are you using? I never had a problem while running the BBS 
and later firing up Windows to log onto the internet.
