Of course. That is exactly how you define stabilizing selection!
Stabilizing selection is defined as selection that favors the mean or
most common phenotype (assuming a relatively normal distribution). As
a result, in stabilizing selection, there is no change in the average
phenotype (or allele frequency) but there may be a reduction in
variance for that character (or allele).
