Don't think so.  To be a Mafia capo, he'd have to be Sicilian.
There's another type of capo, the sort that's used with
guitars, but he couldn't be that sort either; a guitar capo
only changes the key, not the tune itself. 
I'm more interested in where Hillary would fit into a Clinton-
Mafia scenario.  In what I've read about the Mafia (mostly
fiction, of course), women are used as agents for blackmail
and information-gathering, but those women are usually depicted
as being dazzlingly beautiful temptresses -- something I doubt
could ever have been said about Hillary.  True, she came
originally from the Chicago area; but she just doesn't strike
me as being up to Mafia standards.
