Gee, guys, read the docs, BUT:

To enable Hydra on TrapDoor 1.86, you must specifically turn it on in your
TrapDoor.cfg     Hydra has a couple of bugs!  :-)   But they're nothing to
worry about (I hope) so to use it, specify HYDRA in the config!  Unlike
(say) DIRECTZAP, Hydra doesn't automatically default to ON.
