Well that is not what I meant.  If you give any kind of work and I think
each teacher should give all students daily homework to do and also
collect and grade same.  If said teacher can not or does not have the
time, said teacher should have an assistant.  It would be a lot less
costly then the said students not graduating and or becoming criminals.
Who pays for that?  Is that more costly or what.
