If it is inborn and not learned, than there would have to be some genetic
relationship or tendency for it associated with either a learning disability
or other disorders such as ADD/ADHD or mental disposition.

My 12 year old is somewhat getting like that. He loves to write down on
paper rules of his bedroom and other things. He also could not stand the
being away from school (I homeschool) this holiday. I had to have one
day in there that was structured for him. Now he asked for it. I thought
they would love the vaction time, but realized that for him this was not
 the case.
He is also waiting the time he can babysit. He has a little bit, a few
minutes here and there. He has actually organized it. He has a book
with the phone numbers in case and asks for instructions (all grown-up
like). He is also very spiritual. Loves to study about God and stuff.
I am finding him to be a real delight more rather than less. Because we
do alot of the homeschooling (reading and writing) based on subjects the
children are interested in their memory skills and attention is much
better. My curriculm is based on Thinking and Comprehension skills. I
found that the more of this they have the better off they will be. We
are also learning HOW to follow directions, which is the worst skills I
have found that ADD/ADHD children have.
