What is your reference to "commander Pro" or "WinPower" ? Are these the Windoze programs that come with the hardware (ie not Lone Peak Automation software ?). My 400VA unit cost me AUS$120, since they have come down to AUS$99 if you shop around. Looks like you've got a pretty constant voltage / frequency there. Haven't measured here but I would expect about the same. I've seen fluctuations of up to 30 volts and 10 Hz in one part of Scotland when I worked there !!
