Has it ever worked? Old CD-ROM devices didn't support booting.

That's a rather old motherboard, isn't it? Maybe its BIOS is broken for
booting CD. Is there a BIOS update available? Does the BIOS device type
for the CD equal CD? If that is not possible, maybe it should be set to
NONE.
If your CD-ROM is the only device on the cable, make sure its jumper is
set to master, and that only the end connectors are used. The middle
connector should not be used unless there is also a device on each end.
