I respect Janis's opinion but I do not share it.  I believe that if one
were to claim EAB that first the EAB has to occur.  If the claim is that
bandwidth will be consumed then one will have to prove a wrong was
committed.  I do not believe policy complaints can or should be filed based
on what one think might happen.  That opens the door for a lot of
complaints.  I can cook up a large number of BS scenarios that might fit
this category ..
