Whatever it is that gets done with the tax system, we'll likely see it
very soon - soon as the Millenium Bug hits IRS computers.  |-)
Your idea is not far removed from the one the USTP had in its '96
platform.  Basically, they called for returning to original federal
revenue sources, tariffs, with the states making up for needs above and
beyond what such revenues could produce - a "state rate tax" based on
population.  Their thought was that such an approach would act to
encourage congresscritters to argue for less rather than more federal
spending.
