It is worth pointing out that the number of RCs is a moving target.
When we started this six months ago or so, there were 63 RCs -- which
would require 32 positive votes to pass. According to a statistic
posted in the past Fido Newsletter, There are now 60 RCs (which was
also reported as 58 a week or two before). The number of positive
votes will depend on just how many RCs are in the nodelist when Ward
calls for the vote. It is possible that in parallel with that he
will exert pressure in other zones to eliminate RCs who are not really
there, and will do the same in his own zone (the largest).
Since he already has some RC votes for a change in policy, I hope that
he can get the required majority quickly once he has a proposal for
the RCs who really exist to look at.
