In my business I use two main art programs:  CorelDraw, which comes with
thousands of clip art images (which can be modified, then exported as
a gif or a tif) - but it's an expensive program;  the other one I rely
on a lot is a CD called Clip Art Heaven, which has about 1,200 images,
mostly in pcx form.  The Clip Art Heaven was very inexpensive - my 
husband picked it up for me for about $10 Canadian at Future Shop.
Every time I go into Future Shop I see bins FULL of clip art CDs for
very little money.  There's a lot of it out there.
As for desktop publishing programs, I use QuarkXpress, which again is
very expensive (about $1,000 Canadian) but considered the best.  But you
don't need such a turbo-charged program.  There's Microsoft Publish and
other basic publishing programs for a couple of hundred dollars.
