That's the furberia of the whole Paypal thinghy. They never say so 
openly, but in the end it turns out you have to give them carte blanche. 
And I am pretty sure the fraud Don was a victim of is a result of that.

Well, here we are: you GAVE them your banc account, THEY, repeat, "THEY" 
made a "small" deposit to that account. In Donald's case it was more 
than a few not so small deposit's following each other. Not to big, not 
to small, in order the victum shouldn't be aware to soon about his 
situation.
And the core ot the case is at Ebay/Paypal there are almost for sure 
accessories to the ongoing frauds, making it a very bad idea to "report" 
anything about fraud to Ebay/Paypal.

Very odd, as if you can pay directly to/from a banc account, why on 
Earth would you need Paypal then?
